Article 20
Board of Directors:
The Board of Directors consists of 5 permanent members one of whom is the chairman elected by the General Assembly for one year by secret voting, and 5 substitute members.
- A- The candidate for chairmanship submits a list 8 days prior to the election to the Board of Directors, which contains the names of 10 candidates for Board of Directors, 4 of whom are the candidates for permanent membership and 5 for substitute membership to be in charge together with himself in case he is elected as the Chairman, as well as the signed "assents" of the candidates. The Board of Directors makes the state of affairs known to the permanent members.
The candidates for chairmanship and for Board of Directors included in one list may not be presented candidates in other lists.
Any candidate for chairmanship and candidates for membership of board of directors may no be candidate within the same period of election, in the elections to be made for the Inspection Committee and Quality Consultative Committee.
Ballots are prepared in a single list containing each candidate for chairmanship as well as the 4 candidates for permanent membership and 5 substitute membership of board of directors who intend to participate in the election.
On the ballots, candidates appear in alphabetical order as to surnames. However, alphabetical order is not sought in the substitute list.
- B- The Council Chairmanship of the General Assembly delivers the ballots and the envelopes sealed to each members to cast votes. Ballots are invalid without seal. Members, casting their votes, put multiplication sign in the box opposite to the name of the candidate for chairmanship of their preference thus they cast their votes for a Chairman of Board of Directors, 4 permanent members and 5 substitute members of Board of Directors.
The list of the candidate who is given half of votes plus one which are valid in the first voting, is elected. In the case that no any one of the lists of the candidates for chairmanship can get half of votes plus one which are valid in the first voting, a reelection is made between the lists of two candidates for chairmanship which got the majority of votes. The list which gets the majority of votes is elected.
In the event of equality of votes, a reelection is made between those of equal votes. If the equality is not undone nevertheless, the winner is chosen by lot. |
